Technical Assistance Program (TAP) Application

In March 2020 when the COVID-19 shutdown started, the Bluefield WV Economic Development Authority (BEDA) looked for ways to support our business community and be a resource during these challenging times.  Since then, we have been looking for ways to help our business community to recover.

BEDA conducts an annual survey of businesses in the city and region in order to gauge what businesses need to be successful. The 2021 study proved our startup businesses and aspiring entrepreneurs need technical assistance now more than ever.

Together with the Development Authority of the Greater Bluefield Area (DAGBA) and Truist, The Small Business Success Center Technical Assistance Program (TAP) aims to provide at least 10 entrepreneurs with funding (not to exceed $500 per applicant) to assist with hurdles in starting their business. Expenditures made prior to applying and/or expenditures made without approval from BEDA are not eligible for funding.

In order to participate in the program, each applicant must submit an application and:​

  • Started a business within the City of Bluefield City Limits on or After January 1, 2021, OR Plan to start a business in the City of Bluefield City Limits no later than January 1, 2023. 

  • Enroll and complete BEDA’s online Entrepreneur’s Bootcamp and/or Business Expansion classes. This step must be completed before the disbursement of funds.

  • Have a need for technical assistance (outlined below)

The following entities are eligible for this program:

  • New Businesses in the City of Bluefield (Started on or after January 1, 2021)

  • Entrepreneurs with plans to start a new business in the City of Bluefield (No later than January 1, 2023)

The following are not eligible for this program:

  • Non-profit organizations

  • Entities that started/formed before January 1, 2021

  • Entities outside of the City of Bluefield City Limits

​

The following is considered Technical Assistance:

  • Legal Services

  • Copyright & Patent Services

  • CPA/Accounting Services

  • QuickBooks or other Bookkeeping Assistance

  • Website or Marketing Assistance

  • IT-Related Consulting/Services

  • Prototyping Assistance

  • Other Professional Services

The following is not considered Technical Assistance:

  • Purchasing Equipment

  • Paying Rent/Utilities

  • Managing Debt

​

Payments will be in the form of a reimbursement and will be disbursed in one lump sum. Accepted applicants must provide receipts/Paid Invoices/documentation and a short impact report prior to funds being disbursed. 

 

This application is for consideration for the SBSC Technical Assistance Program. Once the applications are submitted, they will be reviewed by a selection committee. Once the application is received, BEDA staff will notify each applicant that the submittal has been received and the status of their applications. 

APPLICATIONS ARE CURRENTLY ON A ROLLING BASIS.

If additional information is needed while the applications are being reviewed, BEDA staff will reach out to individual applicants. BEDA may require a follow-up, either in person or Zoom, to survey each business owner on program implementation and review.
