The Bluefield West Virginia Economic Development Authority (BEDA) issued a request for bids which was first published in the Bluefield Daily Telegraph on May 24th. At the pre-bid meetings, the contractors in attendance requested that the bid due date be moved from June 14 until July 1, 2022. BEDA has agreed to the request, and this will serve as notice of the change. All other specifications in the previous request for bids listed below remain the same except for when the bids are due which is now July 1, 2022 at 3:00 pm.


The Bluefield, West Virginia, Economic Development Authority (BEDA), is requesting bids from qualified and experienced contractors to properly abate Asbestos-containing Materials (ACM) in the buildings within the block bounded by Federal, Bland, Scott, and Raleigh Streets in downtown Bluefield, West Virginia (Site). The Site is known as the “400-Block of Federal Street” and includes tax parcels 3-17-528, 3-17-530, 3-17- 531, 3-17-532, 3-17-533, and 3-18- 37 28A11-A-5B, encompassing approximately 0.75 acres.


The subject property has an approximate center location (decimal degrees) of 37.268423 latitude and -81.222436 longitude. This work will be performed pursuant to the requirements of the Environmental Protection Agency (EPA), Occupational Safety and Health Administration (OSHA), WV DEP Department of Air Quality, WV Department of Health and Human Resources, and WV Bureau for Public Health, Environmental Health Services.

 

REQUIREMENTS

BID: An itemized response to perform the work included in this Request for Bids and the attached specifications shall be submitted in a sealed envelope to the following address on or before Friday, July 1, 2022, 2022, at 3:00 PM. BEDA will conduct a public bid opening at that time, and all interested parties are invited to attend:

SITE VISIT: Site visits may be scheduled by contacting Joshua Sexton of Cardno at joshua.sexton@cardno.com or 304.952.1324. Site visits will be available from 9AM to 3PM on June 21st, 22nd, and 23rd, 2022, but must be scheduled in advance.


DEADLINE ENFORCED: Bids delivered after the time and date set for receipt of bids will NOT be accepted and will be returned to the submitter. It is the submitter’s responsibility to ensure timely delivery of a bid.


INQUIRIES: Questions, in writing, concerning this Request for Bids should be e-mailed to joshua.sexton@cardno.com by June 24, 2022 at 5:00 PM. Responses to questions will be e-mailed to all interested bidders by June 27, 2022 @ 5:00 PM.


BID SUBMITTAL DOCUMENTS: The following documents must be submitted with the bid:

  1. Price Form (Attachment B);

  2. Addenda sheets, if applicable;

  3. Copy of asbestos licenses for all workers performing asbestos abatement;

  4. Copy of current Hazardous Waste Operations and Emergency Response Training (HAZWOPER) for employees who will work on this project, as well as HAZWOPER training and HAZWOPER supervisor training for supervisor of the project; and

  5. Letter from insurance companies providing experience modification rating (EMR) for contractor and sub-contractor(s).

OTHER CONSIDERATIONS: BEDA encourages local and disadvantaged business owners to submit bids for this project. All respondents are encouraged to source locally for subcontractors and supplies.


BEDA shall award bids without regard to race, religion, color, creed, national origin, sex, age, or handicapped status.


With funding provided by the EPA to complete the requested scope of work, the contractor must comply with the Davis-Bacon Act prevailing wage requirements and associated U.S. Department of Labor (DOL) regulations.


BEDA reserves the right to reject any and all bids, parts thereof, and to waive any technicality, when the best interest of BEDA shall be served. BEDA reserves the right to waive or remove parts of this Request for Bids and evaluate bids on the remaining portion, when the best interest of BEDA shall be served.


Any bid submitted as a result of this Request for Bids shall be binding on the contractor for ninety (90) calendar days following the deadline. Any bid that specifies a shorter acceptance period will be rejected.


This Request for Bids and the attached specification provide basic information regarding BEDA requirements. Services which are not specifically requested in this Request for Bids, but which are necessary to provide the functional capabilities proposed shall be included with any bid submittal.


If the contractor discovers any ambiguity, conflict, discrepancy, omission, or other error in the Request for Bids, he/she shall inquire about such an error as directed in the INQUIRIES section above, by emailing a request for a modification or clarification of the document. The contractor is responsible for clarifying any ambiguity, conflict, discrepancy, omission, or other error in the Request for Bids, or it shall be deemed waived.


Contractors are cautioned that any statements made by BEDA staff persons or BEDA contractors which may materially change any portion of the bid shall not be relied upon unless they are subsequently ratified by a formal written addendum to the Request for Bids. Any revisions to this Request for Bids will be issued and distributed as an addendum.
